I apparently have found a fix and it is working for now. I rebooted and it is still working so it looks like the problem is solved. It was a registry problem. I will say that you dig around in the registry at your own peril and even though this fix worked for me I cannot guarantee it will work on other machines.

First off I noticed that no control panel apps would work Was trying to change advanced power setting on a laptop by going directly to power options. What it ended up being in this case was scaling. I tried on other computers to re-create the problem, but at this point it seems that it might be a combination of Video Driver, and Maximum resolution. If I get time I will do some further testing. If that works then you will have to experiment to see what you can get away with.
