This works imperfectly in Word , but it does work after a fashion leaving too many corrections to be made.

However, when I open the Windows accessory, WordPad, it works perfectly — at least if I speak clearly and enunciate clearly. At least then I can copy any text and paste it into Word. It seems that looking at the link you offered that it involves downloading an app. Since the recent update for Windows 10 includes an app for dictation, I am concerned that maybe the two are the same — just that now “Dictate” can be accessed from the taskbar in the new version of Windows. And, that downloading what might be an older version of “dictate” will cause some problems with the newer version.
